This position is based in Nanba, Dazhou City. Work schedule is 28 days on, 28 days off. Company will provide accommodations on days on. Transportation is to be provided from home location to Nanba. Salary is paid 12 month period. Please provide CV in English.
Key Job Responsibilities:
Leadership -Is considered a Subject Matter Expert for CDB OEI’s related to HES and Training.
-This position executes CDB HES training for new hires and existing CDB personnel in various departments within production operations. Uses various methods such as theoretical, OJT, practical, job skills improvement training for production operations personnel as required to meet CDB business needs. Provides direction to other personnel involved in training for development of methodological documentation (training programs, manuals, recommendations)
-Executes the process of Safety and Compliance training and certification of CDB employees: Contribute to designing and improvement of processes for Safety and Compliance training development and quality control
-Responsible for arranging and conducting safety & compliance and industrial safety training courses, record keeping according to CDG Safety and Compliance process.
-Updates the training materials, with HES Training Coordinator’s approval, in compliance with QA/QC processes.
-Liaises with CDB HES for up to date safety concerns that will facilitate training updates to maintain aligned CDB’s safety guidelines.
-Responsible for preparation of training materials and logistics for such training as SCBA’s, Fire Extinguishers, Safety Harness, First Aid training kits etc.
-Participate in CDG safety audits carried out on CDB facilities.
-Participates in BBS program and Level 1 Safety Audit of work areas as scheduled within the Group. Demonstrates commitment to Safety programs by personally conducting observations and audits per CDB HES training coordinator CDG goals and target metrics and encourages students to actively participate.
-Provides guidance on record retention of all necessary training related document / records and LMS database. Assists in coordination of all HES and core technical skills training for, CDB and while supporting the CDB Project Field and Gas Plant Operators.
-Requires extensive interaction and cooperation with CCOS Petroleum Institute in Chengdu, Nanba Field Operations and the Chengdu office for new personnel training requirements.
-Monitors course environment, class attendance, and instructor / student feedback, communicates issues and takes the necessary actions to improve quality and increase training efficiency.
-Audits training process for improvements.
-Communicates changes in CDB safety policies and programs, thru training material updates, for all allocated groups within CDB.
-Contribute to the systematic management of health, safety, environment, reliability and efficiency to achieve world-class performance in accordance with the Operational Excellence Management System (OEMS).
Special responsibilities include:
-Ensuring alignment of Safety courses objectives with CDB and SAWS/QSTB regulations requirements.
-Arranging and conducting Safety training at all CDB locations.
-Conducting and creating training courses as requested by customer and agreed with CDG supervisor.
-Conducting training needs assessments and executes continual improvement process for the CDG
-Coordinating and arranging regulatory compliance types of training and certification.
-Solid Knowledge and frequent usage of computer programs in everyday work.
-Assists with Operations and Maintenance training activities in cooperation with Operations and Maintenance Trainers. Participates in developing new Compliance Trainers following the QC processes.
Organizational Capability
-Executes training plans for CDB Personnel specific to the CDB Gas Project Formal Health, Environmental & Safety Training Program (FHESTP) and a Formal Operator Training Program (FOTP) using CDB specified training requirements (courses and content), as well as with all other training processes including Formal Maint. Training program (FMTP).
-Analyze issues of non-compliance with legislative requirements applicable to safety training and certification of personnel. Investigates the causes of such situations and takes corrective actions in cooperation with supervisors
-Perform quality auditing, evaluation and analysis of safety training courses delivered and work out recommendations for improvement
-Coordinates performance of annual customer satisfaction survey on CDG's services rendered with the aim of detecting the gaps in the process of safety and compliance training and certification. Puts forward suggestions on further improvement of the process and enhancement of competency taken as a whole on the basis of analyses of identified deficiencies.
-Participate in CDG safety meetings. Assist in choosing topics and searching materials relating to improved safety performance. Interdepartmental Cooperation
-Liaises with HES subject matter experts to ensure safety training meets CDB HES expectations.
-Assists with HES training activities for MCP by providing coaching and support to MCP HES trainers
-Ensures OEI Management System adherence for HES and Training thru interaction with all CDB departments
-Participates in training needs assessment within and outside of Production operations
EDUCATION, CERTIFICATION, TESTING Education: Undergraduate or higher
Professional and Technical Title: HES or Chemical technology engineer and higher professional and technical title (or equivalent experience within gas industry).
Professional Background: HES or Chemical technology
Work Experience: 3 years or more work experience in the gas industrial industry
Comprehensive Quality: Qualified through “moral character, ability, diligence, performance” evaluation; familiar with process flows, process technology, production coordination and operating procedures; good command of ability on comprehensive analysis, judgment and written communication skills; be familiar with structures, operating principle and operation method of the equipment in the plant; be familiar with the inspection & maintenance procedures of equipment.
Other:
-PETS-2 or higher for English skill.
-Safety administration or technical certification issued by the State Administration of Work Safety and Provincial Administration of Work Safety.
